Why Can't I register a domain bcos it contains local govt name

At times I’m lost at Nigeria government policy, ordered for a domain registration since friday and was informed today that it can’t be registered because it contains a local government name.
ibejulekki.com.ng

Funny enof…ibejulekki.com is registered by an omo igbo somewhere

lekki.com.ng is also registered by someone else despite lekki having its own lcda

I am an indigene of lekki and wanted to use the domain to reachout to other youths in the area…

Pls how best can I address this

What domain registrar do you use?

smartweb… just got a mail from them today that it can’t be registered
