Might be time to start some sort of petition. Ultimately it’s clear that these ‘lawmakers’ are only interested in protecting themselves with the spurious law. So the earlier public opinion (local and international) is marshalled against them, the better.
Also worth noting the general apathy Nigerians feel for civic matters, so the earlier such petition is started (to allow time to gain momentum), the better.
I’m personally looking forward to @SkweiRd’s coverage of the internet freedom forum taking place in Abuja from tomorrow. These issues and more are on the agenda.

How’s the penetration so far? If there’s a large enough proportion of the voting populace that ignorantly dismisses social media as this thing that disrespectful teenagers partake in, there might be use for a lot of aggressive grassroots education.
The link of social media to “yahoo yahoo” is a VERY easy slippery one. Some sort of educational campaign might be the only lasting (even if not immediately feasible) solution.

The work we have been doing at http://RepCommend.com was meant to combat issues like this. Unfortunately, Its easier for a camel to pass through the eye of a needle than for Millennials to adopt CivicTech.
Good-luck with adoption but we are trying our best and am sure that no matter what, we will Triumph. There is no better time in history to do what we do than now. Looking at BudgIt - the supposed knight in shinning armour of CivicTech is utterly discouraging.
