First of all, I am not a coder so i hired eomeone do an app for that sends SMS which requires the receiver to reply the SMS. I am using Twilio but the SMS does not always deliver with the sender ID which makes the reply impossible. I spoke with them and the say its the carrier that changes the sender ID and that they do not have control over that.
I do not want to use short code as I do not want the receiver to pay more than the normal SMS rate.
My question is, is there a way to get the carrier whitelist the mobile number so the SMS relievers without changing the sender ID or any SMS company that can handle this?
Alternatively, is there any developer in the house experienced in SMS api that can handle my requirement?

The answer to the above is NO. Twilio is right. Some of the networks filter out SMS which uses a valid telephone number as sender ID, MTN in particular drops SMS which has a number in the sender ID.
We have had clients with this same requirement and we have a solution for you.
The reason Telcos restrict using Mobile Numbers as Sender IDs is because of FRAUD. If it is is allowed, it means any person can send a message using your Phone Number as Sender ID and you know the implication. So they Deliver the Message with the Sender ID in this format 080xxxxxxxxx. I represent www.kudisms.net
