I have this idea and had hired a developer outside the country do the mobile app for me which needs some bug fixing but more channels need to be developed and I need someone in Nigeria as a cofounder. The idea is about solving double parking issues in cities of Africa.
This idea I chose to call it Repark (Visit www.repark.com.ng for more detail. Already Applied for Copyright). Repark enables motorists send text message to the driver of another car blocking his car from driving out using the blocking car plate number without revealing his mobile number.
The developer should be able to develop a Short code app with experience in mobile app development.
The developer shall serve as the Chief Technology Officer (CTO) and shall have 30% of the shares. 35% for me the Chief Operating Officer (COO), 25% for the Chief Marketing Officer (CMO) and 10% pool option.
@EzekielJ Great question if you figure this one out please kindly let me know how you did it. Recruiting techies is a skill on its own. You have to sell them a dream and its more than just the money or the shares you’re willing to give

@FreakiChinedu please elaborate a little more. I am of the opinion that a cofounder will be more enthusiastic about the project if you can get them buy-in in the project just like @Chukwuwezam said as against an architect who works for his pay.
Most of the Developers you’d find would not be Visionary… They tend to tunnel in and use their skills to fix task at hand
Whatever you’re building would require more than that and a co-founder who is more than just a coder - I like to call them “Information Architectures”
This is why at the end of the day … we hardly see alot of them in Nigeria staying the long hull
@EzekielJ I hope those shares are being vested? Don’t let someone come into your company and leave 3 months later with a third of what you’ve worked for. As @ogunlanaolumide said, “Shares are not allotted like that bruv.”
About the developer bit, I don’t think you need a senior programmer just yet until you’re ready to scale or give it 3 or 6 months after launch. You can stick to a developer of a lesser calibre that is hungry and knows his stuff. I doubt you’ll find a hungry one that knows his stuff. Sell him a vision and give him regular pay. Shares might not count for much to him/her.

Ok… heres what i think… You do not need a Co-founder who is a developer, at least that should not be a criteria for choosing who the Co-founder would be… Because for that role, the person should be able to understand the vision of the startup and be ready to run it like his/her own business even tho it wasn’t his/her original idea… But if in a case you find a Co-founder who is a good developer and who understands and can perform in that niche, then that would help to facilitate basic implementations for launching the startup fully.

@EzekielJ good luck in your search. I think you need to hang out more with developers, attend dev events, etc. That way you try to connect with the person and be sure you have a personality fit, not just tech skills. And you can also look into his/her eyes and judge for yourself the level of interest / passion in being an enterpreneur, and for your idea.
Just to reiterate an earlier comment though, ensure you have a founders agreement between all of you and that the shares are vested over a period of time, say 5yrs.
