It is possible. Netverify by Jumio provides this service and they support Nigerian IDs too.

Depending on who your target user-base are, the best tool for verifying the identities of your users in Nigeria might be through Bank Verification Number (BVN) Service but then your users would need to have a bank account to get a BVN.
