Is PayPAL Finally Opening up to Naija?

I saw this post on FB… It was a response from paypal to someone who sent a message to them requesting to be allowed to receive naira payments.

You may create a PayPal account under your neighboring African countries such as South Africa, Kenya, Lesotho, Malawi, Botswana or Mozambique.
I assure you that you can definitely send international payments for free using your card ending in xx90.
